Venezuela Tensions Rise: CIA Director Visits Maduro’s Successor; Machado Vows to Assert Presidency

The political vacuum left by the sudden death of Nicolás Maduro last month has plunged Venezuela into a high-stakes power struggle that is rapidly drawing in international players. Tensions reached a boiling point this weekend following a surprise, unannounced visit by CIA Director John Ratcliffe to Caracas to meet with the provisional junta leader, Diosdado Cabello.

The visit has enraged the opposition movement led by María Corina Machado, who claims she is the legitimate President-elect based on landslide primary victories and polling data from the canceled 2024 elections. Machado has called for massive nationwide street mobilization for Monday to “assert the people’s mandate” and reject what she terms a “cosmetic transition of dictatorship.”

The Washington Pivot

The presence of the CIA Director on Venezuelan soil—the highest-level US official to visit in over a decade—signals a potentially dramatic shift in Washington’s strategy. Under previous administrations, the US maintained a “maximum pressure” campaign, recognizing opposition figures as legitimate leaders and imposing crippling oil sanctions.

However, sources close to the Trump White House suggest a new pragmatic approach rooted in transactional diplomacy. The US is reportedly desperate to stabilize global oil markets disrupted by Middle East conflict and is eager to stem the flow of Venezuelan migrants to the US southern border.

Analysts believe Ratcliffe’s mission was to gauge Cabello’s grip on power and potentially broker a deal: sanctions relief and diplomatic recognition in exchange for guaranteed oil supplies to the US and a crackdown on outbound migration.

“Trump doesn’t care about democracy in Venezuela; he cares about gas prices in Ohio and migration numbers in Texas,” said Geoff Ramsey, a Venezuela expert at the Washington Office on Latin America (WOLA). “If Cabello can deliver stability that Maduro couldn’t, Trump is willing to do business with the devil.”

Machado’s Last Stand?

This potential US pivot poses an existential threat to María Corina Machado’s pro-democracy movement. Operating out of a safe house in eastern Caracas due to an outstanding arrest warrant, Machado addressed her supporters via a livestream on Sunday night.

“The international community must not betray the Venezuelan people for a few barrels of oil,” Machado declared passionately, flanked by the Venezuelan flag. “Diosdado Cabello is a drug trafficker and a human rights abuser. Normalizing his rule is a death sentence for our democracy. Tomorrow, we take the streets. We will not accept another six years of tyranny wearing a new mask.”

Machado’s call to action is a massive gamble. Cabello, who controls the security apparatus and the feared “colectivo” paramilitaries, is known for his ruthlessness. The regime has already deployed National Guard armored vehicles to key intersections in the capital in anticipation of Monday’s protests.

A Powder Keg

The situation on the ground is volatile. Hyperinflation has returned with a vengeance since Maduro’s death, and basic services are collapsing. The average Venezuelan is more focused on survival than politics, yet the hatred for the ruling socialist party (PSUV) runs deep.

If the US effectively abandons the opposition for a deal with Cabello, it could crush the morale of the democratic movement. However, if Machado’s call for an uprising is heeded by millions, Venezuela could face a violent Tiananmen Square-style crackdown that would force Washington’s hand once again.

As Monday dawns, Caracas is holding its breath, caught between a cynical international realpolitik and a desperate domestic yearning for freedom.
